“Conducting trainings for law enforcement agencies on preventing hate speech during elections”, funded by UNDP

Implementation timeline:

August 4 to September 30, 2020.

Goal:

Conduct a series of trainings across the country for law enforcement and criminal justice officials on election security and hate speech prevention to ensure fair, transparent, peaceful and democratic elections.

Project Tasks: 

Preparation of training material based on international standards and provisions of the legislation of the Kyrgyz Republic regulating the limits of freedom of speech and criminalizing the use of hate speech as a source of conflict, as well as conducting at least 10 trainings for 350 law enforcement and criminal justice officials (prosecutor’s office, GKNB, MIA, judges) throughout the country.

Expected results and accomplishments: 

  1. Based on the analysis of international and national legislation, together with the international expert Peter Naderer, a Guide on conducting trainings for law enforcement agencies on preventing hate speech during elections was prepared.
  2. Conducted 10 online trainings in August-September 2020 for law enforcement and criminal justice personnel based on materials developed.
  3. A special Guide for civil servants on preventing hate speech has been developed.
