Develop and institutionalize mandatory modules for law enforcement and justice officials (police, judges, prosecutors and lawyers) and the SGBV coordinating body, including a comprehensive capacity-building programme for a victim-centred approach and coordinated SGBV response
Expected results and accomplishments:
Task 1: Preparation phase
- Select experts to participate in the project;
- Conduct a first introductory meeting with experts;
- Establishment of an interdepartmental task force consisting of representatives of key law enforcement and judicial authorities and the coordinating body on combating gender-based violence under the Ministry of Social Development of the Kyrgyz Republic, government training institutions (course recipients) and women’s rights CSOs to facilitate the review and approval of mandatory modules, integrating the concepts of human rights (HR), ending violence against women and girls (EVAWG) and harmful practices (HP), with specific consideration of a victim-centred approach and coordinated responses across sectors.
1.3. Conduct of a comparative desk study of similar gender-transformative modules available at the regional and global levels for justice, law enforcement and social service actors, based on a desk study conducted by the UNDP lead consultant on law enforcement capacity development and a UNFPA mapping of gender-based violence service providers.
1.4. Conduct a review of current sexual and gender-based violence training programs at key law enforcement and judicial professional training institutions, identifying gaps and making recommendations.
1.5. Conceptualization. Organize and conduct a one-day kick-off meeting with key beneficiaries to present and approve the implementation plan for the objectives and results of the desk study.
Task 2: Implementation Phase.
- Based on the results and recommendations of the gender assessment, develop a plan for mandatory Modules that include: concepts of human rights (HR), elimination of violence against women and girls (EVAWG) and harmful practices (HP), with specific reference to a survivor-centered approach and a coordinated response for in-service training institutions for key law enforcement and justice actors.
- Modules are designed in accordance with experiential learning principles and emphasize implicit/concealed bias, the role of duty bearers, and their responsibility for victim-centered criminal justice practices.
- Development, testing and modeling of mandatory modules (40 hours each) integrating the concepts of human rights (HR), elimination of violence against women and girls (EVAWG) and harmful practices (HP) for law enforcement, judicial and SGBV focal point training institutions, including a trainers’ manual with model lesson plans.
- The module should focus on changing attitudes and practices at both individual and institutional levels with respect to gender equality and women’s empowerment issues.
- The training module and lesson plans should include interactive and participatory activities that enable trainees to put the skills they have learned into practice and, ideally, put them in the shoes of victims in a criminal justice response to violence.
2.3. Develop a monitoring and evaluation framework to measure trainees’ knowledge and beliefs/attitudes, including pre- and post-tests.
2.4. Adaptation of the content of the developed module into digital format and development of an electronic version of the module integrating the concepts of human rights (HR), elimination of violence against women and girls (EVAWG) and harmful practices (HP) for professional training institutions for key law enforcement and judicial institutions and the SGBV focal point.
2.5. At least three (3) consultative meetings with representatives of key law enforcement and judicial authorities, UNDP, UN agencies participating in the Ray of Light Initiative, government training institutions (course recipients), civil society and other key stakeholders.

Task 3: Review phase
3.1. Development of training program according to the developed training programs for instructors.
3.2. Conduct two (2) five-day train-the-trainer (ToT) courses to facilitate the institutionalization of training programs:
- Conducting the first five-day course
- Conducting the second five-day course
3.3. Facilitating the integration/institutionalization of the developed module into the mandatory curricula of law enforcement and judicial training institutions, including the development and implementation of specific experiential learning platforms in training institutions.
3.4. At least two institutions piloting the introduction of pilot specialized experiential learning platforms and developing and presenting a plan for the sustainability of the platforms.
3.5. Conceptualize, organize and facilitate a one-day lessons learned workshop to jointly reflect on the whole process and next steps, with broad participation of all parties involved.
