The purpose is to develop the concept of professional evaluation of courts and judges of the Kyrgyz Republic.

Task 1: Prepare a review of the best foreign experience in the application of the system of professional evaluation of courts and judges.

Activities:

  • Create a Working Group of stakeholders (judges of the Supreme Court, the Council of Judges, the Presidential Administration, civil society, experts, etc.).
  • Compilation of an analytical note on the current system of professional evaluation of judges and its impact on judicial independence, including the work done by the Supreme Court Working Group on this topic.
  • Preparation of an analytical note on the best practices in the application of professional evaluation of judges in foreign countries.
  • Preparation of an overview of the best foreign experience in the application of the system of professional evaluation of judges, analyzing the current situation and providing recommendations for the judiciary and judicial self-governance bodies.

Task 2: Preparation of a methodology (system) for the professional evaluation of courts and judges.

Activities:

  • Holding a discussion of the Review of the best foreign experience in the application of the system of professional evaluation of judges among a wide range of judges, representatives of judicial self-governance bodies, civil society institutions and other interested parties.
  • Consultation with representatives of the Supreme Court, the Council of Judges, the Council of Justice and other interested state bodies on the adoption of the best system of professional evaluation of judges and preparation of a methodology and relevant normative legal and other legal acts aimed at the adoption and implementation of the system of evaluation of judges.
  • Preparation of a methodology (system) for the professional evaluation of judges.

Task No. 3. Preparation of draft normative legal acts and other acts for the introduction of the system of professional evaluation of courts and judges in the activities of the judiciary and judicial self-governing bodies.

Activities:

  • Preparation of draft normative legal acts and other acts for the implementation of the system of evaluation of judges’ performance in the activities of the judiciary and judicial self-governance bodies.
  • Discussion of draft laws among deputies of the Jogorku Kenesh, judges and representatives of civil society.
  • Submission of prepared drafts of normative legal acts to the competent state bodies.
